I have also informed the officers concerned with Emigration, but have refrained from giving official publicity to the state in which the Colony is situated, as I am led to expect recent instructions from Lord John Russell's despatch No.11 of 5 June 1855, that an Act of Parliament for Chinese Emigration generally shall be put under proper control.
